About the Journal

PHFL is an open-access journal that welcomes submissions from scholars and practitioners whose work aligns with the journal’s mission and scope. Submissions are not restricted to invited authors or members of the editorial team. Manuscripts may be submitted independently without sponsorship.

All submissions are subject to editorial screening to ensure relevance, scholarly quality, and alignment with PHFL’s focus. Manuscripts deemed appropriate for review undergo a peer-review process overseen by the Editor and, as appropriate, the Section Editors.

The peer-review process is designed to be:

  • Rigorous but developmental, providing constructive feedback to strengthen submissions.
  • Focused on clarity, contribution, and relevance to the field.
  • Efficient, reflecting PHFL’s commitment to timely dissemination of research and scholarship.

To preserve editorial independence and integrity, manuscripts authored or co-authored by the Editor or a Section Editor are handled using an alternative review process that ensures objectivity and avoids conflicts of interest. The Editor retains discretion over the review process and final publication decisions.

Role of the Editor

The Editor provides strategic leadership and stewardship for PHFL and is responsible for:

  • Upholding the mission, scope, and standards of the outlet
  • Making final decisions on publication and editorial matters
  • Exercising veto authority over Section editor appointments when necessary
  • Resolving disputes or ambiguities in governance

The Editor’s authority is balanced by the collaborative and participatory role of the Section editors.

Publication Frequency

PHFL publishes on a rolling basis, with papers released individually as they are accepted. Periodic compilations (e.g., annual or semiannual volumes) may be produced at the discretion of the Editor.

Open Access

PHFL is committed to open access dissemination. All published papers will be freely available to readers without subscription or paywall barriers. This model reflects PHFL’s mission to promote broad access to ideas that inform research, practice, and policy in personal and household finance.

Indexing and Archiving

PHFL will pursue inclusion in appropriate scholarly indexing and abstracting services as the outlet matures. Papers will be permanently archived in a stable digital repository to ensure long-term accessibility and citability. Citation standards will be clearly specified to support academic use and recognition.
